Antoinette Tull is the Founder and CEO of Hurtle LLC and the creator of Hurtle Insights™, the only resume intelligence tool built exclusively for public safety professionals. With three decades of human resources experience, including more than 20 years in public safety HR, Antoinette brings a depth of insider knowledge rooted in real hiring rooms, real panels, and real organizational decisions.

She served as Chief of Human Resources for the Richmond Police Department in Richmond, Virginia, one of Virginia’s most significant public safety agencies. During her tenure she drove minority representation to 40% of the sworn population, pushed female sworn representation to nearly double the national average, created the first LGBTQIA+ liaison position in the state, established the department’s Employee Wellness Unit, and led the Disciplinary Review Office.

She facilitates at the Senior Management Institute for Police (SMIP) and assists the Police Executive Research Forum (PERF) with conducting executive searches nationally. She has presented at IACP, FRA, NOBLE, NAWLEE and other national public safety forums. She also volunteers with various public safety and community boards locally.

Through Hurtle LLC, she works with public safety professionals and organizations to strengthen leadership, sharpen career positioning, and build outcomes that are beneficial to both employees and the organization.
